No I tried with a wrench on the bolt. The timing mark was 180 degrees out of phase with the crank (peep sight T mark was spot on and line on sprocket was pointing down). I am having him remove the engine so we can bench it and pull the head...I'm trying to visualize what could be wrong...maybe...
