Yes that will cause it not to start, or if you're lucky, make it very hard to start. If timing has jumped it is becuase of 1 of 2 things. 1: the timing chain tensioner is bad. Doubtfull becuase these bikes aren't known for that. 2: this is what the issue is almost certain to be, a streched timing chain. Thing to do would be to set the crank on TDC and remove the 12mm plug from the end of the tensioner body, then remove the tensioner. Pull the tensioner rod out, if it doesn't move it is at it's furthest point of travel meaning the timing chain is too far stretched. Once you have confirmed this the thing to do is get a flywheel puller, stator cover gasket, tensioner gasket and a timing chain. Then buy, or down load from this site, the Clymer repair manual.
