    if jumping the terminals on the solenoid dosent work i would say that mostlikely your starter is toast. try taking the starter out of the motor and hook the case to the negative of the battery and the terminal to the positive. if it dosent spin you found the problem

    tires are kenda bear claws that are really worn. they work good on just about everything except hardpack but id never run them as a front tire. wouldnt trust the traction during high speed turns

    What does this do?

    thats the actual accelerator plunger that feeds the needle you were concerened about. it looks like the plunger is sticking. replace the spring in the float boal with one from a clicky pen and it should be good. if you read around youll find that its a common problem.
