If you have the right tools you could, otherwise it would turn out sloppy. But why? The fenders and body were designed with cooling in mind, so your mud flaps and other body work alread work to cool your engine better than home-made air scoops would, so they would be strictly ornamental, and they would look out of place on a recon unless you painted them black, in which case you'd never notice them anyways.

There would be very minimal gains for the effort.
