Choke question

I dont know if this is supposed to be, but when I try and start it with the choke pulled out all the way it doesnt seem to start. Only when the choke is pushed in.
 
it might be the oring for the chock vale is bad thats what mine did for a while untill i took it apart and the oring had a gash in it i replaced it and worked fine after that give it a try might be the prob.
