try E-mailing or calling some of the dealers directly to see if you can set up a deal for them to ship it to you. If anything, have someone buy it here in the U.S. and then ship it to you.
Looks bitchin' only problem I could see with it is snapping it. I've snapped a few flags before, which is why I finally bought a quick connect whip mount. But that's just me. Check these out from alba.
I'd stay away from fiberglass whips. I have broken more than I care to count. I run a steel whip and I have Blue LED'S wired to my taillight, that are mounted to the top of my whip for night rides. They are bright enough that the sand around me is lit up with a blue glow and I can be seen from a good distance. You can get the led's cheap and just wire them up yourself. Just another idea.
