Its a lever in the exhuast valve cover.
When u flip it on, it actually holds the vavle open a little .
So if ya go to pull start it or catch it in gear. Theres very little compression on the first revolution of the motor. Givin ya a chance to get it spinning...........also keeps shoulder in socket when using a pull start!
The lever disengages itself on the after the first revolution.
