HELP pilot screw assembly

When you assemble the pilot screw how does it go?
Pilot screw then spring then “O” ring then washer
OR
Pilot screw then spring then washer then “O” ring
In other words what is seated against the carb the “O” ring or the washer?

By the way guys I have the repair manual but by looking at the POOR picture I cannot tell if the washer or the "O" ring is against the carb.

The o ring goes in hole first, then washer, spring and screw.

That’s how I have it, but I don't seem to get a lot of change when I adjust it.
I thought I may have it in the wrong order.

it only changes very little from idle to 1/8 throttle hardly noticable unless your good at listening to a motor
