You remove the parking brake and its a plate that goes in place of the parking park that was there, hence brake block off plate.
 
On mine its not worth a **** really, it work the first time I had fresh pads on, after it worthless, and I couldn't and can't mine to adjust and it has to be adjusted all the time to work, so most just take it off, and do away with it.

To me there really isn't a reason to have one on a wheeler anyway, most times leaving it gear will hold it.
 
it has a sensor so you dont drive with it on. if you dont keep adjusting the pad and make sure its right sometimes it will think that the brake is on and wount let it rev over 2000rpm. thats why most people take them off because there a pain in the a$$ to take care of. and like dirtrider said you dont really need it. its not worth the time and effort you would have to pot into it to keep it working right.
