I have an 01 warr and i ordered the block off plate for my parking brake... is there any electrical connections,splicing,termination i need to make when i delete the handlebar hardwear?

pretty much just the cable but if you want to i have seen the assembly on the clutch completely removed but i dont rememberhow they did it
 
When you disconnect the parking brake you will have to bypass the parking brake sensor on the clutch perch.

Follow the wires down under the hood to where they connect to the wiring harness. You will have 2 pairs of black wires coming from the clutch perch, one is for the clutch and one is for the parking brake. The parking brake switch will have a single white plastic connector, simply unplug this and then you can remove the switch if you feel motivated to do so.

Follow the instructions above that I already posted, it's the same for every warrior.
