It's the offset measurement. I think that 3 + 5 means 3 inches on the inner side of the wheel, and 5 inches on the outer side (could be the other way around, but I think that's how it goes)
 
thats the backspacing (offset) of the wheel...that number doesnt really matter unless you are looking at front rims

It does matter for the rear, because it will change the width, depending on the offset. For example, if the raptor's stock offset is 3 + 5, and you replace them with 4 + 4 it'll be 2 inches narrower.
 
Do any of you know what the stockers are? I found on the Douglas website where it explained about the original question I posted and you are right, the first number is the inside offset.
 
It does matter on both the front and rear. The fronts are 2 + 3 I believe not sure of the rears but stock rears are 9 x 9 not 9 x 8
