Stator gear

I have a 1987 warrior that I'm rebuilding and couldn't find any forums that talk about Wat I need...when I try to start it the starter sounds like its stuck and after a couple of times of hitting the start button then the motor will crank...so I took off the stator cover and got to the flywheel.. I looked in YouTube about the stator clutch I think it's called but it says the gear behind the flywheel is suppose to turn freely one way and lock the other way but when I try to turn mine it just turns the flywheel and turning over the motor...my question is.. Is the gear behind the flywheel suppose to turn freely?
