I think I've read somewhere that an impact wrench does the job well on that bolt.

AFAIK the neutral light and head lights should turn on when you turn the key on. I'm talking about the other switch, on the left handlebar. Those lights will work even with this other switch turned off.

I've had that same switch get dirty too. Cleaned the contacts up with some rubbing alcohol and it started right up. It's worth checking.

I can't offer any help on this, but I would love to know what fixes this. Please keep us updated.
