They shouldn't. But I have seen a few bikes that would not start without a good neutral bulb to complete the ciruit. If your solenoid is clicking then that means it is in neutral (if you are not pulling in the clutch that is), and you are getting power from the start button to the solenoid. You can go about confirming the solenoid is good or bad, and if the starter is good or bad, with one of two ways, or both. One is as fknboss described by jumping the posts on the solenoid with a good insulated screw driver. This bypasses the solenoid and send batter power directly to the starter. The other method, is to take a test light, hook the clip to ground, and use the probe end on the starter's battery cable post. Hitting the start button while doing that will make the test light illuminate if the solenoid is good. If it does, you have a bad starter. If not, you have a bad solenoid.
 
you can also test the starter by hooking jumper cables to your battery and touching the positive end to where the wire bolts to the starter, it should turn over
 
Jumped the solenoid after work and it started cranking over. Also it only clicks when the clutch is pulled in.
 
Also theres a small black wire that runs with the ground cable. Does that wire just hook up with the ground cable or somewhere else? Thanks for all the help guys
