Sounds to me like some one ain't done tuning... your issues on start up is all on the pilot side, that 38rs is a stellar carb, just gotta get it in time first.
It's not timing. These motors are really easy to time.
It's definitely carb issues, it's just an old wore out carb. I need a new one.
 
The only way to wear it out is if it is haveing issues with the slide being worn. I have one and im telling you its in your pilot jet tune.

Well the slide is ok. It's a 3.0, and I have a 50 pilot, and a 420 main. The floats are all mangled. (I have a spare carb though, for parts)
I dunno why you think their such a great carb? I think their garbage.. They get air, and fuel to the motor. But they don't do the best job of it. lol

The Keihin PWK D slide carbs are the way to go on these older big cc motors.
 
All the slide shape does is change were the power is, sounds like yours went through a cement mixer.. its hard to tear up one of these, but a fcr would be wicked on yours.
