when the quad is at idle or at low RPMs it sounds like it skips.. and as it does this if you look at the carb the carb actually moves toward the airbox a little really quick.. my friend says it needs either jetting or just turning the fuel screw out a little.. any help?
 
When it hiccups like that it's a sign that it's running excessively lean. It could be an air leak between the carb and manifold, or it could be a number of other things. I would start by taking the carb off and checking the intake manifold for cracks, and clean the carb out, paying special attention to the pilot jet.
 
Where is the fuel screw set? It's definitely too lean at idle.

If you haven't adjusted the fuel screw yet, it is underneath the carb. It comes from the factory with a brass plug over it, so if it was never adjusted you'll have to drill that plug out first. If you back that screw out it'll richen up the mixture. Just turn it about 1/4 turn at a time until you see a change, it shouldn't take much.

Another question, when you are riding and let off the gas, does the exhaust pop on deceleration?
