I am taking it this is a accelerator pump and the part in a circle is to be a spring ???

That explains my throttle problem. I assume the guy that jetted it may have left that important detail out. is this the mod people were talking about using a ink pen spring and put it in ???

yea that is what i have been hearing, to replace the accelerator pump spring with one out of an ink pen. never did it though, being i no longer have the stocker, but i would if i still had it.

Do you know if your supposed to stretch it out alittle or just drop it straight in ?

Yupp.....use a pen spring from a retractable pen. Its already a il longer and a whole heck of a lot tougher then the stock accel. pump spring.
