If you hear a sound like it's a electric motor free spinning its your starter clutch. Before it failed it would of made like a slapping or clunking sound for a while. That is a common fix on this motor so I wouldn't doubt it. If this is your problem the starter is spinning but the starter clutch isn't grabbing onto the crankshaft/gear it rests on. If you got a pull starter on there you might be able to start it up that way, but otherwise you'll have to get push started until it's fixed.

is the buzz coming from the solenoid? Bad connection to the battery or bad solenoid. Easy fix either way.

Sat in storage for a year... sounds 100% like a dead battery to me. I've never seen a battery sit that long untouched and still have enough charge to crank an engine. Put it on a suitable charger for a while and try starting it again and go from there. If it sat too drained for too long you might need to replace it, but try recharging it first.
