Throttle Cable problem???? HELP!

Hey guys, im not new to fourwheelers, but this is my first sport quad and first to work on. I just got a warrior cheap in pieces. Its running, but the thumb throttle is super stiff and slow. When i let go of the throttle it doesnt just go back to normal(idle or whatever) like it should, the throttle acts like im slowly letting off the throttle when actually i totally let go of it a few seconds earlier. (almost like a jake brake effect)
I rode it for the first time today and i have to release the throttle and pause 3 seconds before i can shift to another gear because the throttle takes so long to return to normal.

The clutch cable is kinda the same way, when i release the clutch is seems like it actually releases a second after i have actually let go of it.

It seems to me like the cables are too slow, stiff and old to use. The steel cables inside are all rusty. Its a 1990.

Do i just need new cables?
 
You can try to lube the cables first, with a cable lube tool and some decent cable lube (wd-40 doesn't last very long). If they're that bad it's probably best to just replace them though. Usually that's caused when the machine sits out in the weather all the time and the water works it's way all through the cable and makes a mess of it.
 
its easiest to just go on ebay and get a new throttle cable for like $10 and a new clutch cable for like $10 thats what i had to do
