White Bros E Series Question

Quick question on mounting my E series. Is there suppose to be a spacer to go between the bike frame and the mounting perch on the canister? Just asking because by the looks of things there should be since the pipe wont sit right on the frame due to other clearance issues. Also if there is indeed a spacer, would anyone happen to have a measurement on it so I can fab one up?
