Why is fuel tank pressurizing?

Went riding with a buddy yesterday and he noticed fuel coming out of his vent hose.
When he removed the hose, the venting slowed, but the second the hose was on, he pressurized.
The hose was unobstructed, and the cap appeared to be as well. He is a 396 stroker, with K&N air filter.

Told him I'd check here, see what you guys think.
 
is it one of those cheap short ones. i had one and it pressurized my tank and was causing the float to stick. i put it on my banshee and it did the same thing
 
Yeah was going to do that, but ran out of daylight.

I figured it's the cap not letting air into the tank to equalize the pressures.
