Should be fine running that cam with stock springs.
Did you check the timing for good measure?

Yes multiple times even tried advancing and retarding it and didnt help, it even has a 280$ performance CDI box im stumped

Should be a solid black wire and a black with yellow stripe wire
The switch is on the clutch perch

Follow those 2 wires down under headlights and hood and unplug them from harness and plug the 2 plugs on harness into each other that will bypass the parking brake safety switch
 
Green yellow and black wires are your headlight wires black is ground green is low beam and yellow is high beam

The wire is green with a yellow stripe and i dont have te switch anymore the previous owner already messed with it, what colors are those wires?? For the park brake?

Tail Light ? On a 99 they should be a blue and a black wire

There was two wires cut one was green with a yellow stipe and the other was black and i hooked them together turned the key on and nothing made a weird noise or no wires smoking lol so ill run it tomorrow and see what happens
 
The park brake switch has to be jumped together right not just unplugged?
 
Found the problem, the damn guide for the timing chain on the tensioner side was just about broke in half
